  Article 41- Rights of Membership of One Heaven  
41.1 Rights of Membership of One Heaven  
  A Citizen of One Heaven has many rights and benefits fitting of such a title. They have no lesser task and right than to fulfil the wishes of Unique Collective Awareness in selecting the very best of us to represent the living on Earth.  
  As a citizen of One Heaven, a person has the right to vote for their local, regional, national and supreme leadership. The candidates for all those positions themselves being the most virtuous and noble of all of us. In so doing, we may all participate in the life and unity of the great family of One Heaven.  
41.2 Certificates of membership  
  By this constitution, all past, present and future human and animal souls are automatically permitted to enter One-Heaven subject to agreement to the rules and conditions of membership.  
  To this end, no specific prior letter or certificate of membership or authority is required. However, in respect to the importance of countering those that would continue to cast false judgments and curses as to a person's eligibility to One-heaven, this constitution permits the manufacture of certificates of membership to One-Heaven.  
41.3 The lack of a certificate does not invalidate entry to One-Heaven  
  As this constitution clearly states the universal rule that all human souls are eligible to One-Heaven, the lack of a certificate in no way invalidates a person's eligibility. Similarly, the possession of a certificate does not imply any special or higher privilege of the certificate holder above a person who does not have a certificate of membership.  
41.4 Right to issue certificates  
  By this constitution, One-Islam, One-Faith-Of-God and One-Spirit-tribe are granted the right to issue certificates to One-Heaven.  
41.5 Forbiddance to charge for right to certificate  
  While One-Islam, One-Faith-Of-God and One-Spirit-Tribe are granted the right to issue certificates to One-Heaven, they are forbidden to charge fees relating to the provision of such rights to individuals. Such action would be in direct breach of the fundamental tenets of this constitution and the free right of every soul to entry to One-Heaven regardless of financial status.  
  However, all three religions are permitted to charge small fees where the presentation of certificates incurs a cost of construction, postage or handling. These costs must be explicitly explained and that these costs do not imply a price charged for the right to be a member of One-Heaven.  
41.6 Standing for office  
  A Citizen of One Heaven that is not guilty of murder or of acts of great violence and deprivation against any animals, or who has completed their period of repentance commensurate with their life sins as issued at their day of judgment upon entering one heaven shall be eligible to stand for office.  
41.7 Restriction of rights  
  Where a person has been judged to have acted with great violence, murder and/or wickedness towards other humans or animals during their life and has therefore been given a period of repentance, their rights during that period shall be restricted from the full rights of a standard member of One-Heaven.  
  Furthermore, where a person refuses to abide by the conditions of One-Heaven and continues to behave and act in a manner that remains destructive to other living and departed souls, they shall temporarily lose their normal rights and privileges until such time they have repented and chosen to return to the united family of one spirit.  
  However, no matter how terrible a crime, how awful a deed, a person, nor entity may never be expelled from heaven again.
