  Article 31 - Protonotary  
31.1 Protonotary  
  By this Covenant, The Protonotary is the appointed public officer constituted by Divine Law to serve the public members of the Society by non-contentious means concerning the statutory and notarial requirements of behalf of the Divine Creator and the Living Divine Law.  
  The Title "Notary Public" is not be permitted to be used to describe the Protonotary. This is because the 1st obligations of office and services of a Protonotary of One Heaven is to the Private needs of the Divine Creator and Living law of the Society and then secondly to the members and public at large. Therefore, the Protonotary of One Heaven is both the highest Protonotary of Private and Public Law of all laws of all societies.  
  Once bestowed from the Day of Divine Agreement and Understanding, the Title of Protonotary is for eternity. It cannot be relinquished, sold, abdicated, surrendered, or stolen. While the powers of office of a Protonotary are dependent upon the authority bestowed by the Society and its members according to this sacred Covenant, once a Protonotary of One Heaven, a man or woman is always a Protonotary.  
31.2 Office of Protonotary of One Heaven  
  The Office of Protonotary is by Divine Commission upon Notice firstly to the Office, independently of any other Title. The powers and office of any separate title in addition to the Office of Protonotary, whether permanent or temporary, are defined by other Articles in this covenant and associated covenants relating to those temporary or permanent positions.  
  All Members who are granted the Office of Protonotary are equal in Notarial Powers to the Office, with none higher and none lower.  
  By this Bond, when a Protonotary speaks as one, the Protonotary speaks for all Protonotaries of One Heaven. When a Protonotary calls for assistance, all Protonotaries are obliged to assist their fellow Protonotary and when the highest good standing of a Protonotary is injured, all Protonotaries and the Divine Law and all International Law has been injured by such disrespect.  
  Only a Protonotary can appoint another Protonotary of One Heaven subject to the procedures listed in Article 144 of this covenant. A Protonotary cannot be permanently commissioned if more than one existing Protonotary objects to their nomination.  
  Excluding the first six (6) Protonotaries, if a Protonotary of One Heaven is found to be in disgrace, then the Protonotary who nominated them must resign all commissions.  
  Furthermore, a Protonotary is forbidden to enter into any agreements or business arrangements on behalf of any Ucadian society or agency not otherwise defined by this Covenant and/or the laws of Ucadia without the agreement of their fellow Protonotaries.  
  A Protonotary who unlawfully enters into agreements or business arrangements on behalf of any society or agency of Ucadia without the clear knowledge and consent of all their fellow Protonotaries and is found to be in dishonor must resign all commissions, with such agreements null and void ab initio (from the beginning of their signing).  
31.3 Notarial Powers of a Notaries of One Heaven  
  By authority of the Divine Creator and all members of the Society, the following powers are bestowed upon the Protonotary:  
  (i) A Protonotary of One Heaven has the power and authority to enter a record into the Great Ledger and Public Record for all time so that what is bound on earth is bound forever in heaven; and  
  (ii) A Protonotary of One Heaven is granted a great Seal of Protonotary of One Heaven so that whatever notice is notarized and sealed on Earth represents an official notice by the Divine Creator; and  
  (iii) A Protonotary of One Heaven is granted the lesser Seal of a Judge of Heaven so that they represent the highest judicial authority on Earth and any Order issued by a Judge of One Heaven shall be bound as the highest original and supreme law on earth and in heaven; and  
  (iv) A Protonotary of One Heaven is granted the lesser Seal of a General of all the Armies of Heaven and Earth so that any Order issued represents the highest order of military command in heaven and on earth; and  
31.4 Notarial Obligations to the Divine Creator and the Living Law  
  By authority of the Divine Creator and all members of the Society, the following obligations and authority are bestowed upon the Protonotary:  
  (i) To serve the interests of the Divine Creator in bringing fair notice of Divine Remedy to all higher order beings, living and deceased using the highest and greatest of powers bestowed to honor this Covenant and the office of Protonotary; and  
  (ii) To represent in the full capacity and office of ambassador the communication and receipt of official notices and instruments of the Divine Creator to be enacted with all societies including the preparation, witnessing and signing of treaties; and  
  (iii) To perform the role of custodian to one or more Ucadian societies until the Day of Redemption and to execute the office of highest steward with humility, integrity and wisdom; and  
  (iv) To represent an expert of Divine law through all original law pronouncements, Covenants, Charters and Codes of Law of Ucadia, so that the Protonotary is able to advise all other members as to the purpose, intent and details of all law; and  
  (v) To fully notarize and publish Official fair Notice as a Treaty to all other Societies of the validity of the Covenant of One Heaven as law and the Society having existence and therefore the Office of Protonotary; and  
  (vi) To fully notarize and publish Official fair Notice as a Treaty to all other Societies of the validity of the Pronouncements of the Architect as first law of first law; and  
  (vii) To fully notarize and publish Official fair Notice as a Treaty to all other Societies of the validity of the Covenants of the three faiths of One Faith of God, One Islam and One Spirit Tribe and their valid existence; and  
  (viii) To fully notarize and publish Official fair Notice as a Treaty to all other Societies of the validity of the Charter of the Globe Union and its valid existence including the existence of the Unions of Free Societies and the National Free Societies and Specialized Free Societies; and  
  (ix) To fully notarize and publish Official fair Notices as requested for the freedom of members presently unjustly imprisoned by other non UCADIAN societies; and  
  (x) To fully notarize and publish official creation of Supreme Credits, including Treasury Bonds and Currency Notes on behalf of the Society; and  
  (xi) To fully notarize and publish Official fair Notices of all Divine Remedy as contained within the Covenants and laws of One Heaven and Ucadia to the parties to whom the remedy is offered; and  
  (xii) To provide additional remedy as requested through the instruments of Office bestowed by the Divine Creator to best effect Divine Remedy as required.  
  (xiii) To actively report, expose and resist any and all demonstrations of willful ignorance and stupidity, recognizing that this is our one and only true enemy and when found to exist within to demand it be held to account and if not immediately and permanently corrected to ensure its swift resignation or expulsion.  
31.5 Vocal Pronouncement of Notarial Office  
  By this most sacred Covenant, a Protonotary is officially a Protonotary of One Heaven when they have vocalized their Pronouncement as a Majestic Divine Immortal Spiritual Being for the land upon which they were borne, including the thirteen (13) original law pronouncements of Ucadia and these vocalized recordings are entered into the Great Register and Public Record.  
  When a Protonotary vocalizes these fourteen (14) pronouncements, they assist in healing the law through the vocalization of the truth of the Divine Creator and rule of law.  
  Furthermore, a Protonotary must vocalize the ten canons of Code of Conduct for a Protonotary as defined by Article 144 upon their commissioning ceremony and thereafter at the commencement of any Council of Protonotaries. A failure to vocalize the canons of Code of Conduct represents a breach of trust and must be treated as a willful breach of duties of being a Protonotary.  
31.6 Full vested authority to Seal and Notarize Instruments  
  By the full Power and Authority of this most sacred of all Covenants, the Protonotary is granted power over the true original Seals of One Heaven and vested with the full authority to use and issue the Seals of One Heaven and Notarize all Public Documents as defined by this Covenant for and on behalf of the Divine Creator and all members of the Society.  
  The Office of Protonotary is responsible for managing of any financial accounts, transactions, and management of assets, credit and property of the Society on behalf of the members in the absence of a ratified executive government.  
  When an instrument is duly notarized by the Protonotary, it constitutes the highest of official notarized documents of any and all civilized societies by their own fundamental laws as it represents a perfected and notarized Divine Notice.  
  Therefore a Protonotary is limited in power and authority to issue only those notices required by the Divine Creator as defined by this most sacred Covenant and associated Covenants and Charters to whom some of the powers of this Covenant are bestowed.  
  A Protonotary is not authorized to Notarize an instrument other than those required. An unauthorized notarized instrument is considered null and void ab initio (from the beginning).  
31.7 Design of the Protonotary Seal  
  The Design of an authorized Protonotary Seal for the Society of One Heaven is:  
  (i) A circular design no larger than three inches in diameter and no smaller than two inches in diameter; and  
  (ii) The centre of the circle remains vacant to allow the complete thumbprint of the Protonotary to be instanced without obscuring the Seal; and  
  (iii) The name of the One Heaven Society of Free United States of Spirits in a circular design around the edges of the design but not over the boundary; and  
  (iv) Any such other design elements that are considered appropriate without limiting the general clarity of the Seal.  
  These are the design principles for all other Seals of One Heaven granted to the Protonotary.  
31.8 144 Protonotaries of One Heaven  
  By this most Sacred Covenant, one hundred and forty four (144) Protonotary are hereby appointed to the Office of Protonotary and Commissioned to the Office of Protonotaries of One Heaven, subject to ratification by the Day of Divine Agreement and Understanding.  
  The first four (4) Protonotary commissioned for all the Heavens are:  
  1st Horseman of the Day of Agreement & Understanding
2nd Horseman of the Day of Protest & Dishonor
3rd Horseman of the Day of Judgment
4th Horseman of the Day of Redemption
 
  As the first Protonotary of One Heaven, it is assigned to the Horsemen to Notarize Divine Notice first on behalf of the Divine Creator and then second as witness by the Notaries of One Heaven upon the Earth.  
  The first six (6) Protonotaries representing the first four Protonotaries from heaven and the first two Notaries upon the Earth may not be expelled under any circumstance.
